By downloading updates from a file host, you can reduce load on the main tag repository server.
Getting up-to-date can take a while for a fresh installation, since you have to map every tag.
Download and Extract archive into a NEW Client install and merge the db folders.
Start your client and verify the PTR state under Services>Review Services>Remote>Tags>Public Tag Repo.
